The Real Estate General Authority: Pioneering Efforts in Regulating the Real Estate Market and Enabling Homeownership in the Kingdom

The Riyadh Real Estate Expo (RESTATEX 2025) is one of the most prominent real estate events in the Kingdom. This exhibition comes as part of ongoing efforts to enhance the competitiveness of the real estate sector and meet the aspirations of Saudi families toward homeownership, with the participation of major real estate companies, developers, brokers, and financing entities.  

Eng. Abdullah Saud Al-Hammad, CEO of the Real Estate General Authority (REGA) and Supervisor General of the Housing Program, inaugurated the exhibition on behalf of His Excellency Majid bin Abdullah Al-Hogail , Minister of Municipal and and Housing Chairman of REGA’s Board of Directors. He emphasized that government policies and modern real estate regulations have contributed to stimulating exceptional growth in the sector. Over the past three years, more than 1,000 real estate developers have been qualified, and  360 licenses for new off-plan housing projects have been issued, providing 200,000 diverse housing units within integrated communities that meet global standards.  

Thanks to the integrated efforts of REGA and the Housing Program, the homeownership rate among Saudi families increased from 47% to 64% by the end of 2024, reflecting the success of strategies aligned with Saudi Vision 2030.

The real estate sector has become one of the most significant contributors to the GDP, accounting for 14% in 2024 and attracting over 16% of total foreign direct investments. Additionally, the sector has created 500,000 job opportunities for Saudi youth, making it a key pillar in economic diversification and sustainable development.  

Despite this remarkable growth, the real estate sector faces challenges related to global economic fluctuations and interest rates. However, REGA ensures market stability through:  

- First-time homebuyer incentives.

- Financial support and tax exemptions.

- Increasing real estate supply and accelerating construction.

- Continuous oversight of non-compliant practices.


To enforce regulations, REGA conducted 18 joint inspection tours with the Ministry of Human Resources and Social Development, covering 237 real estate establishments, along with 15,443 compliance audits on advertisements and real estate offices. The authority also received and promptly addressed 666 consumer complaints, demonstrating its commitment to protecting consumers from fraudulent practices.  

Real estate exhibitions like RESTATEX play a vital role in promoting investment, diversifying offerings, and facilitating knowledge exchange among developers and investors.  


Under the leadership of HE Minister Majid Al-Hogail and the diligent follow-up of Eng. Abdullah Al-Hammad, along with REGA’s dedicated team, the authority stands as a model of institutional efficiency. It continues to foster a well-regulated and sustainable real estate environment, supporting the national economy and empowering citizens to achieve their homeownership dreams in a nation confidently advancing toward the future.
